Chapter 6
Firefighting Systems
Chapter 6 specifies the full range of active firefighting systems required in Singapore buildings under the SCDF Code of Practice for Fire Precautions in Buildings 2023. It covers portable extinguishers, rising main and hose reel systems, electrical fire alarm systems (including HFAD for residential units), automatic fire sprinkler installations, fixed automatic extinguishing systems, lift provisions (fire lifts and evacuation lifts), colour identification of fire protection equipment, and redundancy requirements for fire pumping systems. Key decision triggers are building habitable height (thresholds at 10 m, 24 m, 60 m) and purpose group, which together determine the type of rising main, whether sprinklers are mandatory, the number of fire lifts required, and the class of fire alarm system.
Scope: All new and existing buildings in Singapore across Purpose Groups I–VIII, with specific applicability thresholds by building height, floor area, occupancy type, and basement depth. Applies to Qualified Persons, building owners, and fire safety engineers.

Critical points
A fixed automatic fire extinguishing system not required by the Code cannot be used as a substitute for any Code-required provision unless specifically approved by SCDF.
CriticalClause 6.5.1Such systems must not adversely affect the performance of the Code-prescribed firefighting systems already required.
ImportantClause 6.5.1Design and installation must comply with Codes of Practice acceptable to the SCDF (e.g. SS CP 52 for sprinklers, NFPA 12 for CO2, NFPA 2001 for clean agents).
ImportantClause 6.5.2For data centres/comms rooms using clean agent in lieu of sprinklers, the enclosure requires 1-hr fire resistance, 1-hr fire door, ≤2 exits, ≤15 m direct travel to exit door, and clean agent conforming to Cl.6.5.2.
CriticalClause 6.4.4c
Compliance thresholds
| Parameter | Value | Condition | Clause |
|---|---|---|---|
| Clean agent room — fire resistance rating | 1 hour | Enclosure substituting sprinklers with clean agent (data centres/comms rooms) | Clause 6.4.4c.(1) |
| Clean agent room — maximum exits | ≤ 2 exits | Clean agent enclosure | Clause 6.4.4c.(3) |
| Clean agent room — maximum direct travel distance to exit | ≤ 15 m | Clean agent enclosure | Clause 6.4.4c.(4) |
