Chapter 6

Firefighting Systems

Chapter 6 specifies the full range of active firefighting systems required in Singapore buildings under the SCDF Code of Practice for Fire Precautions in Buildings 2023. It covers portable extinguishers, rising main and hose reel systems, electrical fire alarm systems (including HFAD for residential units), automatic fire sprinkler installations, fixed automatic extinguishing systems, lift provisions (fire lifts and evacuation lifts), colour identification of fire protection equipment, and redundancy requirements for fire pumping systems. Key decision triggers are building habitable height (thresholds at 10 m, 24 m, 60 m) and purpose group, which together determine the type of rising main, whether sprinklers are mandatory, the number of fire lifts required, and the class of fire alarm system.

Scope: All new and existing buildings in Singapore across Purpose Groups I–VIII, with specific applicability thresholds by building height, floor area, occupancy type, and basement depth. Applies to Qualified Persons, building owners, and fire safety engineers.

Critical points

  • PG III–VIII buildings with total floor area per storey exceeding Table 6.3A thresholds must have an electrically supervised fire alarm system per SS 645. Buildings of 2–4 storeys with floor area exceeding Table 3.2A column (2) must have an automatic fire alarm.

  • All individual residential units (PG I and II) must be fitted with Home Fire Alarm Devices (HFAD) complying with Cl.6.3.6. Single-storey homes require minimum 1 smoke detector; multi-storey homes require minimum 1 per storey (2+ if circulation area >70 m²).

  • Healthcare, hotels, oil refineries, warehouses, theatres, and all buildings with mandatory automatic suppression or alarm systems must connect the fire alarm to the SCDF Operations Centre via an approved alarm monitoring company.

  • Manual call points must be placed such that no person travels more than 30 m from any position to activate the alarm. Height: 800 mm–1.2 m above finished floor level.

  • Video Image Fire Detection Systems (VIFDS) must be installed in addition to electrical fire alarm systems for unmanned PG III–VIII buildings with internal open space >2000 m² or ceiling height >12 m that require automatic fire alarm.
