Chapter 4

Site Planning & External Firefighting Provision

Chapter 4 governs the provision of space, roads, and infrastructure around buildings to enable effective external firefighting operations by SCDF. It sets out requirements for fire engine accessways and access roads (widths, gradients, turning facilities, loading), fire access openings in external walls, proximity to rising main breeching inlets, and private fire hydrant provision and water supply. The requirements scale with building Purpose Group, habitable height, and floor area.

Scope: All buildings requiring fire engine access in Singapore, covering Purpose Groups I–VIII. Specific provisions vary by PG classification, habitable height, accessible floor area (for PG III–VII) and gross cubical extent (for PG VI & VIII).

Critical points

  • Every part of a fire engine accessway/access road must be within an unobstructed distance of 50m from a fire hydrant (public or private).

    CriticalClause 4.4.1a
  • Public hydrants on one side of a road cannot serve developments on the other side of the road unless the road has at most two lanes regardless of traffic direction.

    CriticalClause 4.4.1b
  • Buildings requiring island-site fire engine accessway must have a ring (looped) fire hydrant pipe system, with isolation valves ensuring no more than one hydrant is out of service at any time.

    CriticalClause 4.4.1e
  • Private fire hydrants above reduced level 125m (where more than one hydrant is above RL125m in the same plot) must comply with wet rising main storage/pumping requirements per SS 575 and Table 4.4A.

    CriticalClause 4.4.2b & 4.4.2c
  • Fire hydrant mains passing through buildings must be fire-resistance protected to the same standard as the structural element they pass through, located in common circulation areas, kept away from explosion-risk areas, and labelled 'FIRE HYDRANT MAIN' (min 50mm).

    ImportantClause 4.4.3
  • Siting and types of fire hydrants must comply with SS 575.

    ImportantClause 4.4.1d
  • A locking device shall keep all hydrant valves in the open position during normal operation; underground valves must remain open at all times.

    ImportantClause 4.4.1f
