Chapter 4
Site Planning & External Firefighting Provision
Chapter 4 governs the provision of space, roads, and infrastructure around buildings to enable effective external firefighting operations by SCDF. It sets out requirements for fire engine accessways and access roads (widths, gradients, turning facilities, loading), fire access openings in external walls, proximity to rising main breeching inlets, and private fire hydrant provision and water supply. The requirements scale with building Purpose Group, habitable height, and floor area.
Scope: All buildings requiring fire engine access in Singapore, covering Purpose Groups I–VIII. Specific provisions vary by PG classification, habitable height, accessible floor area (for PG III–VII) and gross cubical extent (for PG VI & VIII).

Critical points
PG I, PG II (≤10m) and cluster housing: no accessway required, but an access road must reach within 60m travel distance of every point on the building's projected plan area.
CriticalClause 4.2.2a.(1)PG II buildings exceeding 10m: accessway/access road must be within 18m of all exit staircase entrances with landing valves; a fire engine accessway of at least ¼ perimeter (min 15m) must serve at least one façade per block.
CriticalClause 4.2.2a.(3)PG III, IV, V & VII (≤10m): no accessway needed, but access road must reach within 45m travel distance of every point on the building's plan area.
CriticalClause 4.2.2a.(4)PG III, IV, V & VII (>10m): accessway length determined by Accessible Floor Area (AFA) of largest floor group per Table 4.2.2a.(6); sprinkler-protected buildings have reduced requirements.
CriticalClause 4.2.2a.(6)PG VI & VIII: fire engine accessway always required regardless of height; length based on gross cubical extent per Table 4.2.2a.(7).
CriticalClause 4.2.2a.(7)Basements: accessway/access road must be within 18m travel distance of exit staircase entrances with landing valves.
CriticalClause 4.2.2a.(5)Dead-end accessway/access roads shall not exceed 46m; beyond 46m a cul-de-sac turning facility is required.
ImportantClause 4.2.2e.(1)Overhead structures over accessways require ≥4.5m clearance; overhead structure width ≤10m; adjacent structures ≥20m apart; end-stretch of accessway ≥20m clear.
ImportantClause 4.2.2fAccessway nearer edge must be 2–10m horizontally from the centre of fire access openings (extendable to 13m if height differential ≤20m).
ImportantClause 4.2.2cGradient of accessway must not exceed 1:15; access road must not exceed 1:8.3.
ImportantClause 4.2.2d
