Chapter 4

Site Planning & External Firefighting Provision

Chapter 4 governs the provision of space, roads, and infrastructure around buildings to enable effective external firefighting operations by SCDF. It sets out requirements for fire engine accessways and access roads (widths, gradients, turning facilities, loading), fire access openings in external walls, proximity to rising main breeching inlets, and private fire hydrant provision and water supply. The requirements scale with building Purpose Group, habitable height, and floor area.

Scope: All buildings requiring fire engine access in Singapore, covering Purpose Groups I–VIII. Specific provisions vary by PG classification, habitable height, accessible floor area (for PG III–VII) and gross cubical extent (for PG VI & VIII).

Critical points

  • PG I, PG II (≤10m) and cluster housing: no accessway required, but an access road must reach within 60m travel distance of every point on the building's projected plan area.
