Chapter 4

Site Planning & External Firefighting Provision

Chapter 4 governs the provision of space, roads, and infrastructure around buildings to enable effective external firefighting operations by SCDF. It sets out requirements for fire engine accessways and access roads (widths, gradients, turning facilities, loading), fire access openings in external walls, proximity to rising main breeching inlets, and private fire hydrant provision and water supply. The requirements scale with building Purpose Group, habitable height, and floor area.

Scope: All buildings requiring fire engine access in Singapore, covering Purpose Groups I–VIII. Specific provisions vary by PG classification, habitable height, accessible floor area (for PG III–VII) and gross cubical extent (for PG VI & VIII).

Critical points

  • Fire access openings must be ≥850mm wide × 1m high, sill height ≤1.1m (or ≤1.25m at roof garden/terrace), head height ≥1.8m above inside finished floor level.

  • A minimum clearance area of 3.5m (W) × 2.5m (H) shall be maintained around the fire access opening; minimum clearance below lower edge is 1.1m, above upper edge is 400mm.

  • Fire access openings must be readily openable from inside AND outside; inside and outside shall remain unobstructed at all times; no obstruction within 1m of the landing inside.

  • Opening location: must face an occupied space — NOT plant/store rooms, common corridors, exit staircases, smoke-free approaches, or dead-ends.

  • For PG III–VIII, every 20m of fire engine accessway (or part thereof) must have one fire access opening; openings shall be spaced ≤20m apart along the external wall.

  • Exemptions: PG I and PG II buildings (including ancillary non-residential uses within residential occupancy) and aboveground multi-storey car parks complying with Cl.3.2.8 ventilation are exempt from fire access openings.
