Chapter 3
Structural Fire Precautions
Chapter 3 sets out requirements to prevent fire spreading between adjoining buildings, ensure structural stability during fire, and limit fire spread within a building through compartmentation. It specifies fire resistance ratings for structural elements by purpose group and building dimensions, governs the design of compartment walls and floors, protected shafts, external walls, and fire-stopping. It also regulates surface spread of flame for internal finishes and roof coverings, and prescribes material standards for construction elements.
Scope: All buildings covered by the SCDF Fire Code unless otherwise exempted; specific provisions vary by Purpose Group (PG I–VIII), building height, floor area, cubical extent, sprinkler protection status, and location relative to lot boundaries.

Critical points
Any external wall within 1 m of the relevant boundary (or exceeding 15 m in height) must be wholly non-combustible and achieve the required fire resistance — no exceptions.
CriticalCl.3.5.1aUnprotected areas (openings, combustible cladding) must comply with Annex 3B limits relative to the relevant boundary. Sprinkler-protected buildings may double unprotected area OR halve the boundary distance (not both).
CriticalCl.3.5.3External cladding (homogenous) must be at least limited combustibility (BS 476 Part 11) for buildings above PG VI/VIII; composite panel cladding must comply with Cl.3.15.13 and be mounted against a 1-hr fire-rated wall.
CriticalCl.3.5.4, Cl.3.15.13cSeparating walls must form a complete barrier from ground to roof with no openings (except fire-rated egress doors and pipe penetrations). No combustible material may pass through, across or over a separating wall.
CriticalCl.3.6.1, Cl.3.6.5Vertical fire spread between high and low abutting compartments must be prevented: the roof over the lower part must be 1-hr fire-rated for 5 m horizontally from the higher wall, OR the higher wall must be 1-hr fire-rated for at least 9 m above the lower roof level.
ImportantCl.3.5.7aNon-sprinkler-protected roof within 4 m of a boundary (excluding public streets, canals, rivers) must be 1-hr fire-rated within that 4 m zone.
ImportantCl.3.5.8External sun-breakers or weather features that would channel flame upwards are not permitted.
ImportantCl.3.5.10
Compliance thresholds
| Parameter | Value | Condition | Clause |
|---|---|---|---|
| Distance from relevant boundary requiring non-combustible external wall | < 1 m | Any external wall within 1 m of any point on the relevant boundary must be wholly non-combustible | Cl.3.5.1a |
| Building height requiring non-combustible external wall | > 15 m | Any external wall of a building exceeding 15 m in height must be non-combustible | Cl.3.5.1a |
| Vertical fire spread — 1-hr fire-rated roof zone from higher wall | 5 m horizontal distance | Roof of lower part abutting a higher compartment must be 1-hr rated for 5 m from the higher wall | Cl.3.5.7a.(1) |
| Vertical fire spread — 1-hr fire-rated higher wall above lower roof | 9 m vertical height | Alternative: higher wall must have 1-hr fire resistance for 9 m above lower roof level | Cl.3.5.7a.(2) |
| Non-sprinkler roof fire rating zone from boundary | 4 m | Non-sprinkler-protected roof within 4 m of boundary (excluding public street/canal/river) must be 1-hr fire-rated | Cl.3.5.8 |
| Unprotected area sprinkler concession — doubling | Double unprotected area permitted | Building fitted throughout with sprinkler system complying with Chapter 6 | Cl.3.5.3b |
| Unprotected area sprinkler concession — halving boundary distance | Half the Annex 3B boundary distance required | Alternative to doubling unprotected area; building sprinkler-protected | Cl.3.5.3c |
| External cladding height below which limited Class 0/B combustible material may be used | 15 m from ground | For non-PG VI/VIII buildings, cladding below 15 m and at least 1 m from boundary may be timber ≥9 mm or Class 0 (BS) / Class B (EN) material | Cl.3.5.4a |
