Chapter 3

Structural Fire Precautions

Chapter 3 sets out requirements to prevent fire spreading between adjoining buildings, ensure structural stability during fire, and limit fire spread within a building through compartmentation. It specifies fire resistance ratings for structural elements by purpose group and building dimensions, governs the design of compartment walls and floors, protected shafts, external walls, and fire-stopping. It also regulates surface spread of flame for internal finishes and roof coverings, and prescribes material standards for construction elements.

Scope: All buildings covered by the SCDF Fire Code unless otherwise exempted; specific provisions vary by Purpose Group (PG I–VIII), building height, floor area, cubical extent, sprinkler protection status, and location relative to lot boundaries.

Critical points

  • Any external wall within 1 m of the relevant boundary (or exceeding 15 m in height) must be wholly non-combustible and achieve the required fire resistance — no exceptions.

  • Unprotected areas (openings, combustible cladding) must comply with Annex 3B limits relative to the relevant boundary. Sprinkler-protected buildings may double unprotected area OR halve the boundary distance (not both).

  • External cladding (homogenous) must be at least limited combustibility (BS 476 Part 11) for buildings above PG VI/VIII; composite panel cladding must comply with Cl.3.15.13 and be mounted against a 1-hr fire-rated wall.

  • Separating walls must form a complete barrier from ground to roof with no openings (except fire-rated egress doors and pipe penetrations). No combustible material may pass through, across or over a separating wall.

  • Vertical fire spread between high and low abutting compartments must be prevented: the roof over the lower part must be 1-hr fire-rated for 5 m horizontally from the higher wall, OR the higher wall must be 1-hr fire-rated for at least 9 m above the lower roof level.
