Chapter 3

Structural Fire Precautions

Chapter 3 sets out requirements to prevent fire spreading between adjoining buildings, ensure structural stability during fire, and limit fire spread within a building through compartmentation. It specifies fire resistance ratings for structural elements by purpose group and building dimensions, governs the design of compartment walls and floors, protected shafts, external walls, and fire-stopping. It also regulates surface spread of flame for internal finishes and roof coverings, and prescribes material standards for construction elements.

Scope: All buildings covered by the SCDF Fire Code unless otherwise exempted; specific provisions vary by Purpose Group (PG I–VIII), building height, floor area, cubical extent, sprinkler protection status, and location relative to lot boundaries.

Critical points

  • Cavity barriers must provide at least ½-hr fire resistance and must extend the full cavity to close edges of cavities and sub-divide them at compartment/separating wall/floor junctions.

  • Exit passageways, smoke-free lobbies, fire lift lobbies, and exit staircases: suspended ceiling over these areas must have non-combustible supporting elements and ceiling, and exposed surfaces must be Class 0 flame spread. Cavity barriers cannot be omitted here even in sprinkler-protected buildings.

  • Raised floors: concealed space must not be used for storage; supporting structure must be non-combustible with melting point ≥750°C; maximum unobstructed area in the concealed space must not exceed 930 m² (cavity barriers required).

  • For non-sprinkler buildings: if raised floor cavity height exceeds 150 mm, an automatic smoke detection system (SS 645) is required. For sprinkler buildings: detection required if 150–400 mm; sprinkler required if >400 mm.

  • Fire-stopping materials must have the necessary fire resistance when tested to BS 476: Part 20; all gaps around pipe/duct/conduit/cable penetrations in compartment elements must be filled with approved fire-stopping material.

  • PG I buildings and residential units in PG II buildings are exempt from cavity barrier requirements in concealed floor and ceiling spaces.
