Chapter 3

Structural Fire Precautions

Chapter 3 sets out requirements to prevent fire spreading between adjoining buildings, ensure structural stability during fire, and limit fire spread within a building through compartmentation. It specifies fire resistance ratings for structural elements by purpose group and building dimensions, governs the design of compartment walls and floors, protected shafts, external walls, and fire-stopping. It also regulates surface spread of flame for internal finishes and roof coverings, and prescribes material standards for construction elements.

Scope: All buildings covered by the SCDF Fire Code unless otherwise exempted; specific provisions vary by Purpose Group (PG I–VIII), building height, floor area, cubical extent, sprinkler protection status, and location relative to lot boundaries.

Critical points

  • Compartment floor area and cubical extent must comply with Table 3.2A: max 4,000 m² and 15,000 m³ between ground and 24 m; max 2,000 m² and 7,500 m³ below ground or above 24 m.

    CriticalCl.3.2.1, Table 3.2A
  • Above 24 m habitable height, each compartment must be limited to one storey (except residential maisonettes, which may span two storey levels).

    CriticalCl.3.2.4b
  • Fire Command Centre (FCC) must be separated from the rest of the building by compartment walls and floors with at least 2-hr fire resistance rating.

    CriticalCl.3.2.5e
  • Motor vehicle workshops require at least 2-hr fire-rated compartmentation (4 hr if located in a basement storey).

    CriticalCl.3.2.5g
  • Kitchens with open-flame cooking (except PG I/II residential units) require at least 1-hr fire-rated compartment separation unless specific exemption conditions are met; kitchen compartments must not comprise more than one storey.

    CriticalCl.3.2.5f
  • Areas of special hazard (boiler rooms, transformer rooms, generator rooms, highly combustible storage) require at least 2-hr compartmentation, reducible to 1 hr if sprinkler-protected.

    ImportantCl.3.2.5j
  • High hazard occupancy buildings must restrict compartment sizes to one-half of Table 3.2A limits, with one storey per compartment.
