Chapter 11

Regulated Fire Safety Products and Materials

Chapter 11 establishes the certification framework for regulated fire safety products used in Singapore buildings under SCDF's Product Listing Scheme (PLS). It defines the roles and duties of certification bodies, CoC holders, local representatives, and Qualified Persons in ensuring that all regulated products are type-tested, certified, labelled, and installed in compliance with the Fire Safety Act. The chapter also prescribes additional requirements for specific product categories including composite panels and fire-rated doors.

Scope: Applies to all buildings where regulated fire safety products (as listed in Table 11A) are supplied, installed or used as part of fire safety works in Singapore. Binds certification bodies accredited by SAC, CoC holders, local representatives of foreign suppliers, and Qualified Persons overseeing fire safety works.

Critical points

  • Composite panels used as cladding must have critical product information permanently printed on both the panels and their protective film: product brand and model, CoC reference number, fire performance, and date of manufacture.

  • Composite panels used as cladding (except honeycomb panels) must have samples taken from every project site for surveillance testing.

  • Fire-rated doors of different fire ratings must have separate CoCs unless all specified conditions (identical manufacturer, composition, fire seal, design, and thickness ≥ prototype) are met AND the CB assesses that grouping does not compromise compliance assessment.

  • All door closers (concealed, surface-mounted, or floor-mounted) must have their own CoCs. The EN 1154 6-digit performance coding must be imprinted on each door closer.

  • Digital locksets tested on insulated fire-rated doors can only be used on insulated fire-rated doors (unless otherwise assessed by a recognised test laboratory). Digital locksets must have fire resistance rating ≥ the fire-rated door.

  • Surface-mounted door closers tested with uninsulated doors can be installed on insulated or uninsulated doors. However, surface-mounted door closers tested with insulated doors can only be installed on insulated doors.
