Chapter 11

Regulated Fire Safety Products and Materials

Chapter 11 establishes the certification framework for regulated fire safety products used in Singapore buildings under SCDF's Product Listing Scheme (PLS). It defines the roles and duties of certification bodies, CoC holders, local representatives, and Qualified Persons in ensuring that all regulated products are type-tested, certified, labelled, and installed in compliance with the Fire Safety Act. The chapter also prescribes additional requirements for specific product categories including composite panels and fire-rated doors.

Scope: Applies to all buildings where regulated fire safety products (as listed in Table 11A) are supplied, installed or used as part of fire safety works in Singapore. Binds certification bodies accredited by SAC, CoC holders, local representatives of foreign suppliers, and Qualified Persons overseeing fire safety works.

Critical points

  • Serial labels must be waterproof and tamper-proof, and include a QR code storing CoC holder details, CoC reference number, product description, exact installation location, and label status (valid/void). Exception: 8 specified product types are exempt from QR code.

  • A DoC must be issued for every project where a non-discrete regulated fire safety product is installed, even if the Table 11A site inspection threshold is not met.

  • If serial labels are missing or damaged, a police report must be lodged before replacement labels can be obtained from the CB. A copy of the police report must be furnished to the CB.
