Chapter 11

Regulated Fire Safety Products and Materials

Chapter 11 establishes the certification framework for regulated fire safety products used in Singapore buildings under SCDF's Product Listing Scheme (PLS). It defines the roles and duties of certification bodies, CoC holders, local representatives, and Qualified Persons in ensuring that all regulated products are type-tested, certified, labelled, and installed in compliance with the Fire Safety Act. The chapter also prescribes additional requirements for specific product categories including composite panels and fire-rated doors.

Scope: Applies to all buildings where regulated fire safety products (as listed in Table 11A) are supplied, installed or used as part of fire safety works in Singapore. Binds certification bodies accredited by SAC, CoC holders, local representatives of foreign suppliers, and Qualified Persons overseeing fire safety works.

Critical points

  • Discrete systems (e.g. fire doors, landing valves, fire extinguishers) receive serial labels affixed to each product. Non-discrete systems (e.g. walls, floors, cables) receive Declarations of Compliance (DoCs) instead.

    ImportantClause 11.2.5, 11.2.8
  • Scheme 1b: type testing + batch testing/inspection for each subsequent batch. Scheme 2: type testing + market surveillance. Scheme 5: type testing + factory quality management system auditing + market/production surveillance.

    ImportantClause 11.2.10–11.2.12
  • A suspended CoC is temporarily invalid; a terminated or withdrawn CoC is permanently invalid. Products with terminated, expired, or withdrawn CoCs must not be used or supplied in Singapore.

    CriticalClause 11.2.15–11.2.18
  • Surveillance window means the period of 12, 36 or 60 months (depending on product category per Table 11A) starting from CoC issue date, during which surveillance tests and/or inspections must be completed.

    ImportantClause 11.2.14
