Chapter 11

Regulated Fire Safety Products and Materials

Chapter 11 establishes the certification framework for regulated fire safety products used in Singapore buildings under SCDF's Product Listing Scheme (PLS). It defines the roles and duties of certification bodies, CoC holders, local representatives, and Qualified Persons in ensuring that all regulated products are type-tested, certified, labelled, and installed in compliance with the Fire Safety Act. The chapter also prescribes additional requirements for specific product categories including composite panels and fire-rated doors.

Scope: Applies to all buildings where regulated fire safety products (as listed in Table 11A) are supplied, installed or used as part of fire safety works in Singapore. Binds certification bodies accredited by SAC, CoC holders, local representatives of foreign suppliers, and Qualified Persons overseeing fire safety works.

Critical points

  • CBs must maintain a publicly accessible online directory showing all valid CoCs and those terminated/withdrawn/expired in the past 5 years, with CoC status updates within 5 working days of any change.

  • CB must immediately suspend a CoC if the necessary surveillance tests/inspections are not completed within the surveillance window.

  • Transfer of CoC between CBs is only allowed for CoCs that are still valid (not expired, withdrawn, terminated or suspended). Once a transfer intention is declared, the current CB must stop issuing labels or DoCs for the product.

  • Transfer of CoC is not allowed within the final 6 months of a surveillance window, or if the new CB determines there is insufficient time to complete the surveillance regime before the window lapses.
